Conference notes the misunderstandings and hesitancy from UUK about the more innovative components of the UCU proposals for USS reform.
Conference believes that a more innovative approach can generate a much improved and affordable scheme.
Conference resolves to support continuing work with UUK (through the JNC) to develop workable approaches and a legal framework to support:
1. mechanisms to guarantee a contributions cap and the best available pension within this, to be defined by joint agreement between UUK and UCU.
2. restoring CPI indexation as long as investment returns justify this within the bounds of prudence.
3. where larger cuts to the scheme are considered, an incremental and minimalist approach to changes, including yearly joint UUK/UCU reassessment with an eye to reversal.
4. analogous covenant support for UCU as for UUK proposals, whereby the costing of these proposals takes account of both contributions and this covenant support.
