Congress notes:
over the last year there have been a significant number of local disputes in both FE and HE that have had national implications for our union. Specific examples include: London Met's recognition dispute; Dundee's mass redundancy threat; Harlow's and Bournemouth's imposed and non-negotiated inferior employment contracts; Keele's job loss and faculty closure attempts.
the national significance arising from the fact that these 'local' disputes are often initial skirmishes whose outcome will significantly affect the confidence of other college managements to attempt similar measures.
it is in the national unions' direct interest that we respond to all such national threats in a timely, coordinated, and assertive manor.
Congress instructs NEC to:
Draw up guidelines, in consultation with branches and regions, for the assessment of the national impact of local disputes, and procedures for the rapid escalation of such disputes into a combative national coordinated response;
Support and promote industrial action as a method of action in these disputes
