Congress notes that since the formation of UCU, many Regional Committees have been a success. However, this has not been a universal success. Congress further notes the pivotal role of Regional committees suggested in the ROCC report.
It would be impossible for Western Central Regional Committee to perform the role envisaged by the ROC report because it has since its inception struggled to achieve a satisfactory level of attendance. Furthermore, it includes institutions currently supported by several different regional officials making effective co-ordination extremely difficult.
Congress believes that to be successful, and a driving force for developing Branch/LA organisation, Regional Committee boundaries should be logical, follow traditional and cultural links and either conform to or be part of Government Regions.
Therefore, Congress calls on the NEC to undertake a review of Regional Committee boundaries in consultation with Branches/LAs and where appropriate, make changes to the existing boundaries.
