The LSC has not identified Pre-Entry and lower entry level ESOL as priorities for funding. Colleges will have to limit their offer or charge students the full cost.
This strategy will result in cuts of around 50% and will have the worst effect on the poorest and most vulnerable students. How will students get to the level of E3/L1/L2 (that will be funded) if these courses are cut? It runs counter to the government's long-term aim to prioritise those with little or no literacy by 2009. These cuts will effectively dismantle a complex infrastructure and result in a huge loss of expert teachers. The government's own agenda will be undeliverable.
Conference condemns this and calls on the NEC to campaign for a long-term strategy for ESOL funding that will restore the policy of free ESOL classes for low income students and those with the greatest need.
