This conference notes that that many hourly-paid staff have not yet been assimilated under the Framework Agreement, especially but not only in the pre-92 sector, and that HESC last November agreed that JNCHES should include a function to bargain nationally for all hourly paid academic and related staff not yet assimilated; review the hourly rates of hourly-paid staff across the HE sector; and review the progress of assimilation of hourly-paid staff.
This conference therefore instructs HEC to press for a function to be incorporated into the structure of the JNCHES negotiating machinery which
(i) will ensure the explicit inclusion of the pay of hourly-paid staff across the HE sector in negotiations
(ii) will carry out the reviews mentioned above
and to press for
(iii) an early implementation of these reviews
(iv) an agreed date by which those hourly-paid staff across the HE sector not yet assimilated will be assimilated.
