HES Conference:
Notes resolutions HE20 and HE21 passed at HESC 07 to develop and disseminate a national workload template.
Affirms that such a template must seek to level up the contractual protections which exist within the post-1992 contract and beneficial local arrangements within pre-1992 institutions.
Believes that every institution should have a minimum set of key principles regarding the management of academic and academic-related workloads which should be negotiated and agreed with UCU, in addition to more detailed contractual provisions where they already exist.
Agrees to consult widely and develop a template based on a three level menu on the following principles
1. Workload models must protect health and safety and allow for a suitable work/life balance.
2. All academic and academic-related staff to have protected time for scholarship.
3. Staff on T&R contracts must have adequate time to carry out research.
4. All administrative roles carried out by academic staff must have a realistic allocation of hours.
5. Teaching allocations must include time for preparation, assessment, module management, meetings and training. .
Once agreed, to produce detailed negotiating advice for branches/local associations on how to use the national template. This should cover transparency, equity, peer group processes for agreement of workplans, and the annual cycle of workplanning.
