Conference notes that all FE unions, apart from UCU, have now agreed to accept the 2008/2009 AoC pay offer and, in particular, the result of the recent UNISON ballot with 90% in favour of acceptance. Conference believes that, given these circumstances, it would be extremely unlikey that further industrial action by UCU in isolation to all other FE sector unions would result in an improved AoC offer. Conference therefore instructs the FEC:
§ To recommend in the forthcoming membership ballot, acceptance of the latest pay offer as the best that can be achieved in the present circumstances.
§ To work with other FE unions to submit, as early as possible, a pay claim for 2009/10 to include an increase in London Weighting and reduction in workloads.
§ To co-ordinate a national campaign, and concentrate resources on achieving full local implementation of the 2007/08 award and the 2008/09 offer, including targeted industrial action, in those colleges that have failed to implement the 2003/04 harmonised pay scales.
