HESC welcomes the call in the HE pay claim for the assimilation of hourly paid across the sector to the pay and grading structures and a commitment to pro-rata permanent contracts. We welcome local successes, but complex issues can place a heavy burden on branch officers.
We call on the HEC to:
work vigorously to achieve the above aims for hourly paid in national negotiations in 2009-10
work for these policies for hourly paid to remain on the national agenda until achieved;
produce a model assimilation procedure for branches, to include advice on negotiating grading, calculating fractional contracts to include all work done, legislation, monitoring and appeals, EPEV, employee status and examples of good practice
seek opportunities to achieve particular successes with LAs/branches to constitute useful models, by providing resources such as campaigning support, negotiating support, support for legal cases and support for industrial action.
